hi.
Do you have automatic login enabled?
You may need to go to system preferences, then users and groups, then interact 
with, "users, accounts, and login options."
Navigate down to where it says, "login options group."
Stop interacting with users, accounts and login options."
right arrow over, and you'll see your log in options.
You should see a check box that says, "use voiceover in the login window."
If that is unchecked, and you want voiceover to start at the login window, 
check that box.
If automatic login is enabled, when you first log in, press command f5, to turn 
on Voiceover.
The next time you log in, voiceover *should* come up automatically.
