If I recall correctly the Nano uses pre-recorded audio files for all text. Those pre-recorded spoken snippets are generated on your Mac using your default voiceover voice selection, compressed down to mp3 and then downloaded to your device. Depending on how many text bits are needed this could indeed take quite a while the first time. I'm assuming if you change your voice preference on the Mac it will re-render all the spoken text recordings and download it all again. That said, Doug is correct that the iPad, like the iPhone, has enough horsepower to do it's own real text to speech synthesis and has no need of pre-recorded text audio snippets.
