OK.  Information in 

/System/Library is only supposed to be Apple items.
Items in /Library/ are items available to all users of the computer.
Items in /Users/myUserName/Library are generally only available to myUserName 

If the computer is only being used by  the owner, then there is no real 
difference between items in /Library and items in those in your personal 
Library.  In some cases like sound files it will search the 3 Libraries in 
order (I don't remember the order) and use the first file it finds.  I believe 
with plist files like preferences it will read in all the files and have the 
later files override settings from the earlier plist files.
