Hi Cody,

Locking the VoiceOver keys happens when you press Control-Option-Semi-Colon.  
VoiceOver will say "Control Option Lock On", and any further key presses you 
execute will be interpreted as though you were also pressing the VoiceOver 
Control and Option keys, too.  So with these keys locked, you only press the 
Down arrow key instead of VO-Down Arrow (i.e., Control-Option Down Arrow) to 
move down a list.  And you only press Command-Space Bar instead of 
VO-Command-Space to select or deselect an additional item in the context of 
non-contiguous selection.  It's really only useful if you're going down a long 
list, since you have to remember to unlock the VoiceOver keys again when you're 
done, by pressing Semi-Colon.  This gets interpreted as VO-Semi-Colon and 
toggles off the VoiceOver key lock.  (This is explained in the additional tips 
in my post, too.)
