The only sometimes solution I have found to this very annoying problem is shutting off VO for about half a minute, then putting it back on. About 75 to 80 percent of the time, it works. I also get "finder busy" and "mail busy" announcements, though not as frequently as Safari. It's the most maddening thing I've found about using a Mac since I got mine in February.
