Actually, Quick-Nav is the setting that allows you to navigate with the arrow keys. You use left- and right-arrow keys simultaneously to turn it on and off. It isn't hard to turn it on accidentally, and, indeed VO in Snow Leopard seems to do this spontaneously at times. Double-check and be sure it isn't on.
The other keystroke you mentioned, VO-semicolon, simply locks the VO keys on. I'm not sure what you're referring to when you speak of VO hijacking the insertion point. Even if it follows keyboard tracking, it shouldn't matter when you move the arrow keys to navigate.
