One of the challenges I had when I turned on my mid-2010 Mac Mini after bringing it home was the bluetooth window. Once you turn the Mini on, if you don't have a USB keyboard and a magic track pad or mouse, a window will come up saying that the Mac is searching for these things. I don't know if I did something I shouldn't have, but hitting Command F5 while this window was up didn't seem to bring VO up. If you find that VO is not starting when you hit CMD F5, then try command tabbing around and using CMD W to close the window.
The other thing is that you might have a problem if you don't have a USB keyboard. When I pair my bluetooth keyboard with my Mac, I am required to enter a randomly-generated code on the keyboard, but of course you won't know what the code is unless you can use VO to read it, and you won't be able to turn VO on unless you can use the keyboard. All this is assuming you won't have sighted assistance.
