It requires several steps.

1. add a new language input.: by going to preference, language and text, and go 
to the fourth tab where it says, input sources. Add the language input that you 
intend to use here.
2. Key change.: You can do this by going to the input change on menu bar but it 
is much easier to assign a key. For doing so, go to preference, keyboard, and 
choose keyboard shortcut. Towards the bottom, you will see the check box for go 
to previous and next language input. Activate this and put key command that you 
would like to use.
3. Test.: in a edit area or better in a text editor, type in both English and 
the language added by changing the input sources. 
Make sure that you got to change the tts of your language manually.
