Follw these instructions:

1. In System Preferences choose accounts.
2. Navigate to Accounts, Groups, and Login Options and interact with this.
3. THen navigate to Login options group and interact with it.
4. Stop interacting with it. THe purpose is to just get focus to these options.
5. Navigate to the right and you will find a number of options.
6. Use VoiceOver in the login window is what you want.

Now you may have to unlock these options first and the unlock button is near 
the end of the list of options. Another note is you may not have to interact 
with the login option group, but you will know either way.
