Well,  setting Priority is fairly easy. 

. When composing a message click on the "customize header button"  There is an 
item to check in there for priority.  I suggest using High priority minimally,  
To get a return receipt there are actually two styles of return receipts if you 
read http://en.wikipedia.org/wiki/Return_receipt
which also will point out the associated RFC standards for creating receipts.  
If you just want to drop a 
"return-receipt-requested" header into outgoing e-mails, and hope the far end 
replies (there is no standard that says tthey must reply) then an AppleScript 
or Automation could probably be created to drop in the header and also send the 
message.
