Hi Doug, I don't know which OS you are running of Snow Leopard. I have or should I say had the latest version on my Macbook. In order to get VO to start on log on, I had to go to VoiceOver settings which is done by pressing VO which are the control and option keys with F8. Arrow down to general and VO right arrow till you hear VoiceOver on log on or something like that. I forget exactly what the prompt is, my Macbook is not here otherwise I'd tell you exactly. BUt it's pretty self explanatory anyway. I hope that helps.
