No; you cannot compare processors from different generations that way. Which quad core I7 processor are you referring to? There is the first generation quad core I7 processor and the new second generation sandybridge quad core I7 processor, released only 2 months ago.
Although the duel core processor you mentioned has higher clock speed, that doesn't mean that it is faster; clock speed isn't the only thing that determines a CPU's overall performance. Things like the number of cores (the higher the better), the size of L3 cache, whether the CPU supports turboboost 2.0 technology or not, how many threads the CPU can support at once are also contributing factors of the CPU's speed. Essentially, the quad core I7 processor is a lot faster than the duel core one.
