Hi Denise, Apple and some other developers have written some Apps such as Mail to present things a little differently on the iPad than on the iPhone or iTouch. One of the differences is the use of "popup windows" on the iPad. These popup windows present lists of choices and other information that might not currently be displayed on the screen. They are sort of like menus in the Mac OS or Windows. When you open a popup it covers part of the current screen and blocks access to whatever part of the screen it happens to be covering. To use the Mail App as an example, If I am holding the ipad in landscape mode with home button to the right and the mail app open, I will normally have two columns, the left column containing the list of mailboxes or messages, and the right column containing the body of the currently selected mail message. If I change the orientation of the iPad to portrait with home button at the bottom, I will now have just one column and it contains the body of the current mail message. In portrait mode, if I want to navigate mailboxes or messages I can double-tap the top left button and this will open a popup window over top of part of the current mail message. I can then navigate the list of mailboxes and / or messages in that popup window and when I've found what I want I can double-tap outside of the popup window to close it or, to use Apple's term, "dismiss popup.". This is just one small example of the use of popup windows on the ipad, but hopefully it gives you a better understanding.
Regarding the issue of VO telling you a web page is loading, when and where is this happening? If it's within a mail message, my initial thought is that perhaps this would be caused if mail is set to load images automatically. You might try turning off that feature by going to Settings / Mail, Contacts, Calendar / Load Remote Images and toggling it off.
