Yes, and yes to both questions. I haven't had my settings reset themselves in quite some time though. Even when the problem was at its worse, It happened maybe 3 times in the space of a month. I never experienced the problem with the frequency your reporting. In short, that sucks. I'm confident Apple is aware of this problem though. I know quite a few on the list has reported this bug.
