Go to Voiceover utility, and in the top general menu check the box to enable 
Voiceover to be controlled by apple scripts. Then arrow down to the commanders 
and enable keyboard commander. Once you have done it, within the keyboard 
commander tab, you will see a table where in you ccan find the already existing 
scripts and their functions like for instance launching Safari or Mail by 
pressing Right option + s or right option + m respectively. You can add your 
own scripts and shortcut keys to operate them. Read through the Voiceover help 
files for more information. I have not designed my own scripts but others 
certainly have done so.
