Can anyone explain the difference between folders and collections for Safari 
bookmarks?

Hello Laura,

After you press Command Option B you'll be in a Search Text Field. VO left 
arrow once and you'll find a table. Interact with it (VO-Shift-down arrow)and 
you'll see categories for History (for the list of web pages you have visited 
so far) Bookmarks Bar, Bookmarks Menu, All RSS Feeds, and one entry for each 
bookmark import, if you did any.
Use the up and down arrow keys to move between the categories.

You probably have been adding bookmarks to the Bookmarks Menu, so select that 
and stop interacting with the table (VO-Shift-up arrow). VO-right arrow twice 
and you're at a different table. Interact with it and you'll see all your 
bookmarks.

To create a bookmark folder navigate to the bookmark immediately above where 
you want the folder to be and press Command-Shift-N. Type the name you want to 
give it (you won't hear it being echoed) and finish with Enter.

To change a bookmark location in the Menu, just cut it (Command-X) and paste it 
(Command-V), again on the bookmark immediately above where you want this one to 
be.

To change the name or URL of a bookmark, select it and press VO-Shift-M for the 
application menu, where you'll find this and other options.
