I've gotten the incoming-call sound from Skype when someone called my Skype number. To test the alerts, I've just enabled both the sound and the speech to the "contact becomes available, and unavailable," alerts. I noticed, as I am sure you have as well, that there's a "Mute all sound effects," box, and I made sure that it was *NOT* checked. :)
