This is one place where I have had no issues with  dragging.

1. Select folder
2. . Make sure mouse is over folder VO-F5
3. Mouse Down VO-Shift-command-space
4. Move to Doc VO-D
5. Mouse Up VO-SHIFT-Command-Space
