Since Fn+Down arrow on a MacBook is the Page down key on a full keyboard, I'd guess that using Command+Page Down on a full keyboard would move you to the area of downloads and folders in the Dock. I do use Command+Down arrow to open apps in Finder, so I find this easier to open bookmarks, and I often use Command+Left arrow to move back a page in Safari. I wrote this last part incorrectly in my post. I meant to say that some replacement shortcuts don't work at the same level, and that there are instances where if I told a sighted user who was not using VoiceOver to try Command+Left arrow to move back a page in Safari instead of Command+Left Bracket, the first shortcut wouldn't work.

In the dock, Command+Fn+Down Arrow on my MacBook cycles between the regular apps area, the downloads and folders area, and the trash, and I can use Command+Fn+Right arrow (Command+End) to move to the trash, and Command+Fn+Left arrow (Command+Home) to move to the Finder.

bookmarked web pages is the way the help description officially uses,
and back in the dark ages of Tiger it was the only keyboard shortcut
that worked.  A few of the Command+arrow sequences have temporarily
disappeared at times.  For example, lots of people use Command+Left

see them.  For example, if I'm in the dock, I can press Fn+Command
+Down Arrow on my MacBook to move to downloads section and area where
I've placed folders in my dock.
