Hi! This has been the case for non-English languages for quite some time, ever since IOS 4 was released. It has unfortunately become a lot worse in IOS 4.1, apparently. I tried spelling out a full word of eight letters, and none of them were pronounced including phonetics. I'm quite angry about this, really. Only the US speech seems to be ok in this regard, I suppose.
