Hello Kawal, The way tracking works is simply that it leaves all the cursors where they are. If it is turned off, the cursor settings in the VoiceOver Utility are simply ignored, and a good example of this is Skype.
It will only work on an application basis, however, which means that you have to turn it on and off as you need to...but it's not that big of a deal to do that after you get used to it.
