This is an apple bug, besides apple's own status menus, others are not accessible from the keyboard, apple is aware of it, not sure when it will be fixed. There is a way to get around this, you have to get the mouse pointer to the menu item and click it, in skype's case, it's more trouble then it's worth, just use the command tab combination to get to it.
