I am not sure if iTunes will give you the option, but if you can lower your burning speed to 4x, this should eliminate skip issues.
As for other accessible burning applications, try Toast. I remember seeing that on a VO compatible page. I'm not sure if Wave Burner is VO accessible, but it will bit accurate CDs if that's what you're looking for.
