I did not know I could reset Safari. I did this and the problem went away and has not returned. It was a very strange thing to go to a web site, in my case Google Groups, press the link for MacVisionaries and have Voice Over lock up saying HTML content over and over again. So my recommendation would be that if it keeps up reset Safari. Hope this helps.
