Hello Teresa, The way VoiceOver handles same page links has evolved over time, so I just tested it using Wikipedia. I have Web navigation set to Groups mode, I don't know how this works in DOM mode, I haven't tried it.
Find the link you want, it will say the name of the link followed by the word Group. Use the Jump command (VO-J) and you'll be on the heading you need.
