This problem was covered earlier this month. Short version is that without a monitor the Mini forever scans for one, bringing the system to a crawl and causing other bad behavior. One trick was to hook up a TV adapter to make the mini think there was a monitor hooked up, but that stopped working in more recent models as support for analog displays was dropped from the DVI connection. The next trick was to get a mini to VGA adaptor and then a VGA to NTSC or PAL (TV) adaptor. That makes it think there is a monitor hooked up when really it's just a converter box.
