Yes, it is a service. When you purchase from the Apple site, or Amazon, you are sent a code in the mail. When you receive the code, you enter it on your mobile me account. I don't know why it's less expensive on amazon, but I have purchased it myself with success. You can also get the $69 price with select purchases through Apple. The price provides Mobile Me service for a year.
