I have sent the below to Apple Accessibility. If others have this problem 
perhaps you could also submit it as a bug!

I am blind and so use VoiceOver on both my 9 year old iMac running the latest 
Ventura and my new MacBook Air running the latest Tahoe.
VoiceOver is setup with the Numeric keypad commander. I thus use this to 
navigate my display. This all works fine until the navigation encounters a 
secure edit field such as a password. Then very annoyingly the Numeric Keypad 
keys stop doing VO navigation and instead enter digits into the secure edit 
field which I think is a bug!!!
This has sometimes corrupted my passwords e.g while editing 1 password forms. 
From habit I automatically used the Numeric Keypad expecting it to only do 
VoiceOver navigation and then find that it has corrupted my password. This 
happens on both Ventura and Tahoe.
I hope that you can fix this very annoying bug.
