At least some of these purgeable files are documents that have been
deleted, but are still around in a snapshot or two. Snapshots are a locked
version of an earlier state of the disk, and will get cleared out
eventually or when Time Machine completes a backup of the snapshot on the
Time Machine disk.
If you really want to clean them out you can find incantations on the web
to do in the terminal, and I believe that Disk Utility also has a way to
clear snapshots.
