Mmm, I suspect there's more going on here and merely restoring your library 
folder would probably not be much help; it sounds more like network fragility 
of some sort or, let's be honest, fragility of the entire Home Sharing 
subsystem. Even so, the library should be stored under your home directory, 
Movies, TV (it may be different depending on how long you've had this library 
or installation). The precise location is in the Settings for the TV app, under 
Advanced, media location.

Before you panic, try this. No guarantees, but it might clear some fog the next 
time you run into it. Hold Option while you press ENTER to open the TV app from 
the Dock. You are asked for a library location; point again to the location 
where your TV library is. If you are told you can't possibly do that because 
reasons, reboot your Mac and try it again. If it still doesn't work, disable 
all media sharing, turn off Wi-Fi Sync for every connected device in Finder, 
reboot and (sigh) try one more time. Eventually you will be able to choose the 
correct library and make sure the content is correct. Now you can re-enable all 
that stuff, and reconnect your TV.

But, look, I just have to be honest here and say, things were bad when iTunes 
did everything, and they're arguably worse now that everything's a background 
daemon. It can't hurt to try it, make sure everything's on Ethernet, but it's 
just not very good and hasn't been for some time now. I've found iTunes Wi-Fi 
syncing to be marginally more reliable, but even then it's worth running a sync 
just before heading out. No backups, unless you're a masochist and love, love, 
love typing your passcode, but that's another rant for another day.
