Hi Janet, I am not having this issue on my Apple Watch Ultra, running watchOS 11.5.
When I open the Watch app on my iPhone 16 Pro, and go to Accessibility > VoiceOver > Speech, under the Primary Voice heading, I hear, "Samantha , English (United States), button”. When I activate this button, I am presented with a page with settings for the Samantha voice. When I place focus on the selected voice, which is Samantha, I hear "Voice , Samantha, button”. When I activate this button, I am presented with a list of voices I can download for additional primary voices. I have selected and downloaded Alex, and Ava, Enhanced. Once these voices have been downloaded, I am able to place focus on one of these voices, and flick up/down, and hear the following options: Speak Sample, Activate, and Delete. Selecting Activate, and double tapping, selects this voice as my primary voice on my watch. Once one of these voices has been selected as my new primary voice, I am able to navigate to Samantha, and flick up/down to delete, and remove Samantha from my list of available voices on my watch.
