If you are pressing VO + U, then that is the web rotor.
It is contextual, and will not show web elements if you are not viewing a web 
page, or some other HTML content.

There is also the Navigation rotor, accessed by pressing and holding VO + CMD + 
ArrowKeys.
The Navigation rotor is also contextual.
