I expect this will just turn out to be another bug, but I’ll ask anyway because 
hope springs eternal.

In Mail Settings, Viewing tab, there’s an option, “Use Smart Addresses”. When 
this is off, you’re supposed to always see the email address in the header 
area, not just the names as a menu of options to reveal the address. But, it 
seems, at least for we VoiceOver users, it makes no difference whether this 
option is set or not, and we never see the email address, only the menus. I 
feel sure—though I can’t say why—that this was not always the case, and that 
there was a time when this actually worked correctly.

Is this just me? Latest release Sequoia. Or otherwise, it’s another bug report.
