   Ok so its not a Bluetooth issue but the FN key. Standard function keys is enabled. Looks like there is no remedy then since this is a Logitech keyboard.

   Are Apple keyboards any better? Is there one that supports multiple devices? Thanks for your input.

Any keyboard with an Fn key, will have alternate functions for the F-keys, and 
the Apple default is that the F-keys perform special hardware functions.

To have your F-keys perform as regular F-keys, follow Rob’s instructions, or do 
the following:

1.  Go to System Settings > Keyboard, and navigate to the Shortcuts button, and 
press VO + Spacebar to open a secondary settings dialog.
2.  Interact with the categories list, and navigate to Function Keys (the 
second from the bottom category).
3.  Press VO + J, and you should find a toggle to change the behavior of the 
F-keys.

Beware that it has been my experience that some Logitech keyboards do not allow 
the behavior of F-keys to be changed.  If that is the case, you will need to 
hold down the Fn key, in order to change the behavior of the F-keys.

Logitech MX keyboard. After some testing,I find the function keys are not 
working as they did under Ventura. Doing a Voiceover keyboard help, indeed the 
function keys are screwed up. Voiceover shortcuts such as the VO plus F7, or 
the Application and Windows choosers.

    This appears to be related to Bluetooth for an old Apple wired keyboard 
works fine.
