I was not planning for Apple Intelligence, I'm just happy to have got it incidentally. At the time I bought my iPhone 15 Pro Max, I wanted USB-C, the faster transfer rates over that port, and Wi-Fi 6E. In general I upgrade when there's a desirable feature for me, which generally means once every two years, but I'm in no doubt that many older iPhones are still well worth the money paid for them. I hand down my phones to my mother and brother and I can rely on them ′to get the full benefit.
