This is easy if you are using a keyboard. Just use CMD + C, and CMD + OPT + V, respectively just like on a Mac. If you are not using a keyboard, it is a little more complicated, in that you have to copy, via Share, and then go back and delete the original. I find performing basic file management tasks with iPadOS difficult, and is one of the reasons I have never really been much of an iPad user.
