For those having problems with Amazon, could someone please try using the site
with VoiceOver’s cursor tracking turned off.
Once a page loads, I usually need to press the Tab key once. After that, I can
navigate by headings without VoiceOver getting stuck the way it does when
Cursor Tracking is on. Sometimes, I need to press the Tab key a second time,
though that might just have been when the page hadn’t finished loading.

The voiceover Find command and Item Chooser also work with Cursor Tracking off,
whereas they don’t when it is enabled.

Amazon is the only site where I need to turn off Cursor Tracking. I’d be really
interested to know if anyone else can replicate this.
