The Address book scan be in card view or 3 pane view.  I think that
command-1 and command-2 activate the appropriate view.  In the three
pane view:
First interactive area is groups  (All, Last Import ...)
Second is a listing of the users that are members of the selected group.
Thirde panel will be "Card view" or "card edit view" if the edit box
near the bottom is checked.

In Card view, I think there is nothing displayed until you enter a search term.
