It's definitely not accessibility-related. My wife, who doesn't use or
need access tools, complains of the same Mail malady. Time for a bug
report, I think.

Anyway, to answer the question and kick in with my $0.02, it's been
several versions, maybe even forever, that this has not worked. I
don't prefer email on the phone so it's never been important enough
for me to report or pursue in any way, but yes, it's definitely
broken, and has been for a long, long time.
