Firstly, if one is a VoiceOver user, I don’t think it matters if an application is visible on the Dock in order to access the item by typing the first few letters of the applications name once the Dock has focus.
Secondly, one can always go to System Settings > Desktop & Dock, and adjust the size of the Dock so that the entire Dock is visible if need be.
