This is not exactly true. Those who originally purchased the app as a one time fee are not required to pay subscription to continue using the app and its functionality that they had already paid for. To do so would've been a violation of apples App Store policies, and would have resulted in the app being removed from the App Store altogether. New users of the app however, are required to pay a subscription fee, either monthly or yearly, in order to use the app.
