It is just a quick way to start a new note in the Notes app, so it is just as accessible as using the Notes app the regular way. There is a keyboard command to start a new note, but I can’t remember what it is. It can be done by dragging the mouse pointer to the lower right corner of the screen, and clicking, but that may not be so easily done without sight, but it can be done.
