Jason, It must have been a couple of weeks ago when I took an Uber ride to about 100 miles from my home.
When I was ready to return, late that evening, I opened the app and discovered the prompt to accept the new terms. Try as I may, I could not accept the terms of the license agreement, at first, via VoiceOver. Talk about panic. I had not heard about this issue so was caught off guard. It started to rain and I was one of the last people to leave the event so there was not any easy to reach sighted people around. After disabling then enabling VoiceOver, twice, I was finally able to accept the terms via VoiceOver and was on my way. Since then, I have not encountered any issues with the app on my beloved 14.
