Yes it does. I just did this with my 2020 M1 Mini, and it works
wonderfully well.

Hi all,
I’ve not been using my early 2015 11-inch MacBook air very much
lately, so I’ve decided to try and find a new home for it. Before I do
that, I need to restore it to factory settings.
<https://support.apple.com/en-us/HT208496> It’s running Mac OS
Monterey Version 12.6.8. If I follow the steps in the linked Apple
Support article and I use Disk Utility to erase the disk and then
reinstall the OS, does Voiceover stay with me all the way through? If
not, is there anything I should do during the process to finish up?
Thanks so much for any help,
Pete De Vasto
