Phil, there is a Google Translate app for iOS. I don't know if there's a way to create a shortcut of some kind to ask Siri to translate something but it goes to the Google Translate app instead, though I've heard of assistant finagling before so it's probably not out of the realm of possibility.
If you just want to be able to navigate by word/character, after you ask Siri to translate something, the translation is shown on the screen and you can use rotor gestures to read by word/character.
