I’m guessing here based on how iCloud Drive works. You can try Command delete 
and see if that deletes the folder. It may treat it as a default folder though 
since iCloud is somewhat integrated into the Mac. Otherwise, you should 
probably be able to delete everything in the folder. However, you might find it 
more beneficial to keep everything in iCloud. This way you always have access 
to the data, and it stores on your Mac anyway unless you set it for offline 
storage. As for renaming the folder, If hitting enter doesn’t work, then you 
will have to create a new folder with a different name and paste the contents 
of that folder into the new one.
