You might try turning on voice control. Dictation does not happen 
automatically, as far as I know. But I think it would be better to turn on 
voice control. I think this is done on purpose to keep peoples machines from 
turning on dictation by mistake. Or having it start in the background. Without 
you knowing that it’s running. I hope this helps.
