On your phone, double tap on your name and go to iCloud. Look for the heading that says “Apps using iCloud) If using iOS16 you’ll have to look for the show more button and look for contacts. Make sure it is on. If an older iOS, it should be on the main screen. Nxt, on your Mac, open Contacts and bring up preferences with Command Comma. Interact with the toolbar and select “accounts” Make sure you are signed into your iCloud account tand that the box for enabling it is checked.
