On Apple Silicon macs, the only way to run Windows is to use Parallels, and unfortunately that software is completely inaccessible with Voiceover. Also you would need to run Windows for Arm processors which at this time is basically in beta, also not sure whether any of the screen readers would work with it. If you have an Apple silicon Mac, you would be better off getting a separate PC.
