The description for the first checkbox says:
Hide your IP address from senders and privately download remote content
in the background when a message is received (instead of when you view

view a message, such as when and how many times you view it, whether you
forward it, your IP address, and other data. If you deselect this
option, you can choose to separately hide your IP address and prevent
remote content in a message from being downloaded until you choose to do

Note the last item says you can only control the other checkboxes when
this checkbox is unchecked.
